Municipal Ordinance No. 12-05 – An ordinance amending section 1 and section 5 of municipal ordinance no. 07, series of 2010, otherwise known as the ordinance for the establishment and operation of the Burauen Municipal Birthing Facility

An ordinance amending Section 1 and Section 5 of Municipal Ordinance No. 07, Series of 2010, also known as the “Ordinance for the Establishment and Operation of the Burauen Municipal Birthing Facility,” prescribing the rates for service charges rendered by the Rural Health Unit personnel and Women Health Team of the Municipality of Burauen, Leyte.

Be it enacted by the Sangguniang Bayan of Burauen, Leyte in its regular session assembled, to wit:

SECTION 1 – Section 1 and Section 5 of Municipal Ordinance No. 07, series of 2010 is hereby amended to read as follows:

“Section 1. Declaration of Policy. It is the general policy of the Local Government Unit of Burauen, Leyte, to implement the Millennium Development Goal Number 5, to improve Maternal Health Care Program in order to promote effective, efficient and quality health services to women and newborn under a sustainable health program. It is also its policy to do its best to be able to sustain its services to the indigents of the Municipality of Burauen. To attain the above, it is but proper to apply reasonable fees/charges.

It is also a declared policy of the Municipality of Burauen to protect and promote the basic right to health of its inhabitants including the chances of survival of children as healthy and normal individuals. In the pursuit of this policy, the municipality institutionalizes and adopts the Newborn Screening Act of 2004, whose policy aims to:

1.) To ensure that every newborn has access to newborn screening for certain heritable conditions that can result in mental retardation, serious health complications or death if left undetected and untreated;

2.) To establish and integrate a sustainable newborn screening system within the public health delivery system;

3.) To ensure that all health practitioners are aware of the advantages of newborn screening and of their respective responsibilities in offering newborns the opportunity to undergo newborn screening; and

4.) To ensure that parents recognize their responsibility in promoting their child’s right to health and full development, within the context of responsible parenthood, by protecting their child from preventable causes of disability and death through newborn careening.
