An ordinance prohibiting fish and meat vending inside the poblacion of Burauen, Leyte, except in the fish and meat section of the public market, Burauen, Leyte, amending Municipal Ordinance No. 47, Series of 1986, particularly Section 2 thereof.
WHEREAS, the matter presented for consideration was the need to prohibit the selling of fresh fish and meat in the Poblacion of Burauen, Leyte, except at the public market, because the same act is detrimental to the health of the public aside from its adverse effect on the revenue collections of the municipality;
WHEREAS, it could be noted that despite the prohibition of ish and meat vending inside designated perimeters in the Poblacion imposed in Municipal Ordinance Na. 47, series of 1986 vendors of these food items continued to violate the same ordinance by intentionally stationing themselves in many places inside the prohibited areas and the municipal govern- ment encounter difficulty in apprehending these violators on account of the few peace officers assigned to these places in the poblacion;
WHEREAS, on the other hand transient fish vendors coming to Bursuen unload their fish in places where the Revenue Collection Clerks could hardly reach inorder that they could escape payment of the necessary cash tickets.
