An ordinance regulating the sales and use of rugbies and other leather and rubber paste, imposing penalties for violations thereof.
WHEREAS, there have been rampant incidence in the improper use of rugbi and other leather and rubber pastes where persons especially young boys and girls are inhaling these rugbies which caused them to be hallucinated and stimulated and in the process endangering their health and sometimes causing manace to public safety and order considering that those affected become drunk and loss self-control and therefore commit suicidal acts;
WHEREAS, while there are existing laws on the prohibition of these chemicals the sale and ultimately the use of the same despite earnest effort of the local police agencies cannot be properly regulated and its improper use could not be prevented;
WHEREAS, in order to protect the health of the youth to safeguard their future and at the same time to ensure public safety and order it is wise and appropriate to regulate the sales and improper use of this particular chemical (rugbi and other rubber and leather paste);
WHEREFORE, on motion of Kagawad Tan, seconded by Kagawad Serdoncillo,
