An ordinance regulating the construction and repair of both residential and commercial buildings and the occupancy.
WHEREAS, it has been observed that there are owners of residential and commercial buildings the construction and repair. of which have been undertaken without complying the requirements embodied in P.D. 1096, otherwise known as the National Building Code and because of this the site for the building and the building plan could not be properly inspected by the Zoning and Building Officer before construction or repair is undertaken;
WHEREAS, it has also been the practice of building contractors, carpenters, masons, electricians and laborers to undertake the construction or repair of buildings without asking the owner of the same building to be constructed or repaired whether the necessary building permit and locational clearance have been secured prior to the construction or repair:
WHEREAS, these illegal building constructions and repairs endanger public safety and besides, it has been observed that on account of the failure to secure locational clearance before the construction of buildings there have been many cases of encroachment of roadways and streets by new constructions and repairs, apart from increasing fire hazards and endanger traffic control;
WHEREAS, inorder to insure public safety and at the same time make the people comply with the law it was the concensus of the Body to impose fines to violations of P.D. 1096, otherwise known as the National Building Code.
