An ordinance requiring contractors of government projects in the municipality to secure a mayor’s permit and furnish a copy of their program of work to the mayor before the start of their projects.
WHEREAS, presented for consideration was a letter from the Honorable Governor of Leyte, addressed to the Honorable Mayor of Javier, Leyte, dated August 29, 1990 in answer to the complaint of the latter about the abusive behavior of contractors of government projects;
WHEREAS, it had been observed that contractors of government projects in the municipalities do not even care to inform the Mayors in the place where the project is to be undertaken nor furnish the said Mayors of their program of work inorder that there will be no basis for evaluation of their work accomplishment thus resulting in accomplishing projects below specification, standards;
WHEREAS, these bad practice among contractors ought to be stopped if only to save the government from further wastage of public funds and to note quality of work accomplishment;
WHEREFORE, on motion of the Honorable Councilor Vicente Tan, seconded by the Honorable Councilors Quirimon Esplanada, Jr. and Cipriano Relatorres, Jr.,
BE IT ORDAINED BY THE MEMBERS OF THE SANGGUNIANG BAYAN. that
Section 1 – This Ordinance shall be called An Ordiaance requiring Private Contractors of Public Works Projects in the municipality of Burauen, Leyte, to secure a Mayor’s Permit and furnish the Office of the Mayor with a copy of the program of work before the project is started;
